Expected error does not give a high-probability guarantee

Problem

Suppose E[f(xT)−f⋆]≤ϵ\E[f(x_T)-f^\star]\le\epsilon. Show that the best general tail bound is P(f(xT)−f⋆>s)≤ϵ/s\P(f(x_T)-f^\star>s)\le\epsilon/s and that it is attained. Compute the ϵ\epsilon needed for a 99%99\% guarantee at accuracy ss, and the resulting increase in TT under the 1/T1/\sqrt T rate.

Write a complete argument. Every inequality you use should be one you could state precisely.

Solution

Opening this before you have a real attempt on paper is the fastest way to feel like you understand something you cannot reproduce.
